As West Germany was reorganised and gained independence from its occupiers, the German Democratic Republic was established in East Germany in 1949. The creation of the two states solidified the 1945 division of Germany.  On 10 March 1952, (in what would become known as the " Stalin Note ") Stalin put forth a proposal to reunify Germany with a policy of neutrality, with no conditions on economic policies and with guarantees for "the rights of man and basic freedoms, including freedom of speech, press, religious persuasion, political conviction, and assembly" and free activity of democratic parties and organizations.  This was turned down; reunification was not a priority for the leadership of West Germany, and the NATO powers declined the proposal, asserting that Germany should be able to join NATO and that such a negotiation with the Soviet Union would be seen as a capitulation. There have been several debates about whether a real chance for reunification had been missed in 1952.
The DKP received national public attention in early 2008 when Christel Wegner , elected to the state parliament of Lower Saxony on the list of the Left Party as the first DKP member of a state parliament, allegedly endorsed the Berlin Wall , the Stasi and other aspects of the East German state in an interview. This caused embarrassment to the national Left Party leadership.  Despite denying that she made the controversial statements (at least in the form that was reported) she was expelled from the Left Party faction a few days later. 
"With Agitation and Propaganda you're responsible for brainwashing in the sense of Marxism," he said. "That was her task and that wasn't cultural work. Agitation and Propaganda, that was the group that was meant to fill people's brains with everything you were supposed to believe in the GDR, with all the ideological tricks. And what annoys me about this woman is simply the fact that she doesn't admit to a closeness to the system in the GDR. From a scientific standpoint she wasn't indispensable at the Academy of Sciences. But she was useful as a pastor's daughter in terms of Marxism-Leninism. And she's denying that. But it's the truth."
